Rebecca is currently the Head of Legal of Hengyi Industries International Pte. Ltd., an oil and gas trading, refinery and petrochemical company based in Singapore, which holding company owns a world class Refinery and Petrochemical plant in Brunei. Rebecca advises on all legal and commercial issues in oil & gas trading transactions involving all oil refined and petrochemical products, Incoterms, Shipping, Sanctions, Financing, Tax, Treasury functions and Derivatives including ISDA master agreement. She also advises extensively on arbitration and litigation arising from the above-said trading transactions and she is part of the executive teams in making business decision from Risks, Corporate Governance and Anti-Corruption perspective.

Rebecca graduated with an LLB (Hons) from the UK and started her career practising as a litigation and corporate lawyer with the Global Ernst & Young Law and thereafter set out to become a corporate in-house lawyer in the Energy and Shipping Industry. Rebecca had since been the General Counsel in various public corporations listed in Hong Kong, People’s Republic of China, Singapore, Malaysia and had also worked for a public listed company in the United States of America.

Rebecca is the Honorary Secretary of Singapore Corporate Counsel Association, a Fellow and Council Member of the Singapore Institute of Arbitrators (SIArb) and a Fellow with the Malaysian Institute of Arbitrators (MIArb) and Asian Institute of Alternative Dispute Resolution (AIADR). She is on the arbitration panels of Singapore International Arbitration Centre (Reserve Panel of SIAC), Asian International Arbitration Centre (AIAC) as well as AIADR. Rebecca currently serves as the Co Vice-Chair in the Continuing Professional Development Committee of SIArb and Vice-Chair of the Activities Committee of SIArb. Rebecca is a Committee member of Beihai Asia International Arbitration Centre (“BAIAC”) and she is instrumental in drafting the arbitration rules for the BAIAC. She is a legal expert of Benchmark Chambers International (“BCI”), the Base of the Supreme People’s Court of the People’s Republic of China (“SPC”). BCI is one of the 4 foreign law ascertainment centres designated by SPC and one of the 4 foreign law ascertainment centres of China International Commercial Court.

Rebecca has been re-appointed by the Honourable Justice Vinodh Coomaraswamy and the Honourable Justice Kannan Ramesh in the committee of Promotion of Singapore Law (PSL) Committee, which promotes the use of Singapore law internationally. The Honourable Justice Chua Lee Ming also re-appointed her in the committee of Commercial Precedents Committee to, amongst others, deliver a repository and commercial precedents to be offered on the Singapore Academy of Law’s LawNet Portal. Rebecca is part of the Working Group of the PSL which established the Venture Capital Investment Model Agreements (VIMA) which was launched by Chief Justice Sundaresh Menon in October 2018.
